World Economic Forum Quantum Computing Governance

Elija Perrier has participated as a lead-author in the co-design of the World Economic Forum's Quantum Computing Governance Principles programme. This initiative brings together a global multi-stakeholder community of experts from across public sector, private sector, academia and civil society to formulate principles and create a broader ethical framework for responsible and purpose-driven design and adoption of quantum computing technologies to drive positive outcomes for society. The programme has involved: 1. Framing stakeholder conversations in order to create ecosystem awareness of how quantum ethics can be used to create a better society; 2. Examination of the inherent risks, ethical questions, societal implications and other unknown impacts associated with quantum computing; 3. The iterative design of ethical governance principles for quantum computing, including mapping of key stakeholders, development pathways and policy imperatives; 4. Development of a broader framework for the responsible design and adoption of quantum computing. The aim of the Principles is two-fold. Firstly, to provide a taxonomy to help inform stakeholders and the broader public about the areas that quantum computing will have an impact on and the opportunities and challenges that arise as a result. Secondly, the principles have been designed to provide guidance for quantum stakeholders horizontally across different sectors and industries and vertically, from policymakers and investors to quantum engineers, researchers, software developers and other users. The programme is currently in the final stages of development, with anticipated release of the Principles scheduled for early 2022.
